BACKGROUND INFORMATION

El Paso, Texas  is at the center of the U.S.-Mexico border and is divided from Mexico by the Rio Grande river.  Both geographically and historically a crossroads, it is comprised of two nations, three states and  geographically.  El Paso is one of the most historically rich areas in the USA, spanning more than 400 years and blending Indian, Spanish, Mexican, and American Cowboy influences into one culture.

El Paso, the largest city on the southern United States border, together with its Mexican sister city, Juarez, form the largest international border community in the world. The military, other government agencies such as the U.S. Immigration and Naturalization Service and the school districts are among the largest employers in El Paso. Other major businesses are the city's community colleges, defense businesses, retail sales, wholesale, manufacturing, trade, service industry, healthcare and agriculture. In neighboring Juarez, the maquiladora manufacturing industry continues to boom.

The Rio Grande river originates in Southwestern Colorado and northern New Mexico, where it derives its headwaters from snowmelt in the Rocky Mountains.. The Elephant Butte Dam and Reservoir in New Mexico can store over 2 million-acre feet of water. There no other significant tributaries in the 350 miles between Elephant Butte reservoir and Presidio, Texas. The City of El Paso receives half of its water from the Rio Grande.

El Paso's mild temperatures and sunbathed skies draw many people to the city. The average summer temperature is 95 degrees, although it drops about 10 degrees cooler at night. The average temperature in the winter is about 60 degrees. Humidity isn't a problem in El Paso with just over 8 inches of rainfall a year. There is usually a breeze.
